This stipulated settlement agreement was entered into by and between the State of Florida, Department of Community Affairs and Palm Beach County in response to the Department’s objections to the proposed deletion of University Drive from Lox Road to Palmetto Park Road and Riverside Drive from Palmetto Park Road to Glades Road and the need for Palm Beach County to provide acceptable transportation alternatives or mitigation strategies.

The Northern Broward County Transit-Supportive Infrastructure and Land Use Study will identify existing and future transit corridors and land uses, and provide opportunities for public involvement that focus on ways to improve transit services and transit-supportive infrastructure. The Study will address various transit options within the existing right-of-way including improved bus service (local, limited, rapid bus), corridor designs, transit-supportive infrastructure (shelters, sidewalks, bicycle facilities, ADA accessible transit shelters, crosswalks, streetscape, lighting, landscape, transit stations, potential park-and-ride facilities, neighborhood connections, etc.) to make it easier to walk, bike and use transit. The Study area covers approximately 35 square miles in northwest Broward County. Boundaries are Broward/Palm Beach County line to the north, the Conservation Levee to the west, Sample Road to the south, and the Florida’s Turnpike to the east.

The Treasure Coast Regional Planning Council (RPC) will work with the Palm Beach Metropolitan Planning Organization (MPO), Florida Department of Transportation (FDOT), local governments, local transit providers, and interested parties to provide planning and urban design services for the evaluation, planning and conceptual design of a transit-supportive corridor plan for State Road 7. The purpose is to develop a detailed analysis of land uses, development regulations, and community visioning all relative to transit-supportive redevelopment and these analyses and undertakings are intended to develop a unified vision for SR 7 in Palm Beach and Broward Counties.

Broward and Palm Beach Metropolitan Planning Organizations (MPOs) are undertaking mobility studies analyzing the State Road 7 corridor from approximately Sample Road in Broward County to Glades Road in Palm Beach County, west of Florida’s Turnpike to the edge of the urban area. These studies are evaluating the land use and transportation strategies to support long term mobility. Renaissance Planning Group (the Consultant) will work under contract to the Department of Transportation District 4 to prepare a multimodal quality/level of service evaluation as well as conduct a multimodal mobility strategy assessment for the corridor and the surrounding areas. This analysis will be performed with data provided from the other concurrent mobility studies, the Network Needs Assessment previously performed by the Department, and in cooperation with the local agencies/governments.
